It seems that the button serves no purpose. I can engage the and disengage brake without it. Why is it there?

Manual transmission has a pull parking brake and automatic transmissions have a foot pedal parking brake.

You should be able to engage w/o it. But guessing you're not hearing a 'clicking' as you lift it for engagement?

You should need the button to disengage the 'ratchet' that should click during engagement. This is used to retain tension on the cables.

Suspect disassembly will reveal either a broken spring or a gummed up pawl that is not 'locking' the handle mechanism. A little investigative work is definitely in order.

@Clearwater Bill is correct, you shouldn't be able to take the parking break off without pushing the button, so something may be broken there

Well it does seem to be able to keep the brake on just fine. I just twist it and off I go.
