My 99 Corolla had the same code, and I just bought the cat defouler adapter for $9 from Amazon, installed it on the O2 sensor downstream of the cat and cleared the code with a scanner. It tricks the secondary O2 sensor to see a different reading than the primary's, thus making everything to appear "checked."

Just register your truck in another state. That why you dont have to worry about CA law

Trust me I'm is so Cali and it sucks, first off never get test first, ask tech for a pre check so u don't get tagged as gross polluter our mods. The tech should be able to tell u if u will pass our not,of course it will be an extra 20 on the DL but worth it. And there are plenty of shops out there that do the pay and pass, but that will run you 150-250 depending. I'm getting 420 code and debating weather I want to cut out cats and just run muffler, just worried about fking something up with computer.

I've got Doug throley long tube headers which remove the two pre cats and I pass smog. Live in Virginia which doesn't test smog but I ran a diagnostic smog test for shits and giggles and it passed. Ran it on my Bluedriver.
