I'm looking at the the two trucks right now. The 2007 has 85k with Trd off road package and the 2009 is the base with 70k both are 4x4. It would be used for some road tripping and the occasional mild off roading. Any feedback would be appreciated.

In my opinion... for an occasional offroading you will probably not need the rear locker. The only other benefit that i can think that the TRD has would be maybe it has the power plug in the bed of the truck, but you can always buy a power inverter to do that for you.

2007 asking 21k and 2009 asking 24k but I plan on doing some negotiating.

Yeah the carfax on 2007 it's pretty good with maintenance history and it's only one owner. The 2009 is two owners and doesn't have same consistency when it comes to the maintenance. I'm gonna offer 20k out door for 07 and see what they say. I still got to go see the 09
