2002 Tacoma Failed Visual Smog Check

I bought my 2002 Tacoma 2 years ago and came equipped with TRD Headers. I recently brought the truck in to get a California Smog check performed. The truck passed the emissions test but failed the visual inspection, the dude says the TRD Headers installed were the wrong ones for the year 2002, The ones installed are part # 00602-17141-003.
How can they be the wrong ones if the emissions passed and they fit the year truck?

Has anyone had the same experience?

I'll take them off of your hands print out the eo and take it back. Mine passed fine with supercharger urd pulley and 7th injector
