I put my Tacoma into four wheel drive and the wheel radius and acceleration were more restricting than usual so I took it out of four wheel drive and when the steering wheel is all the way over it makes a screeching noise anyone have this problem before and know what's going on?

Are you holding the steering wheel at full lock and that's when it makes noise? If so, stop.

If I'm parking and it's all the way over it makes the noise but other than that out only makes it sometimes when I start the car for maybe 5 to 10 seconds.

Do you have any fluid leakage from the shaft area of the power steering pump.

Looks like there might be some leakage but it's hard to tell with the skid plates on

Possible that the PS pump is wearing out. But start with checking your belt(s).

How much and important is a ps pump and should I replace or repair that or lower ball joints and tires first?

Note: I am NOT diagnosing a power steering pump. Just givin you a place to look. If it is making noise (from the engine area) when you turn, it points towards steerig components. Start simple and make sure the belt that drives it is good.
Price, I'm not sure. Maybe someone else who has done one on your gen/motor can chime in.
Importance, some folks find that it is a PITA when the PS pump fails. I don't know, on your motor, what other accessories the drive belt that runs the PS pump runs.

My power steering pump has been whining for a while now, but other more important issues needed attention first. Now that I'm done with those I'm gonna change my belts and see if that helps. Someone recommended draining and replacing the power steering fluid in my truck. Does this sound like a good idea too? There's no telling when the last time it was changed. Thanks.

could be the pump or could be your cv shafts pinching showing signs of wearing out. Listen for clicking during turns....if its starting to click then it means they are starting to wear out.
