    I believe if the truck doesn't come with mudflaps, they are not required UNLESS you alter the suspension.

    I know you mentioned this in the recon thread, and I don't doubt you, but has anyone actually passed by referencing this rule? seems like the safety inspectors wouldn't know what vehicles did/didn't come with mudflaps factory, no? I dunno, seems like a weird rule to have.

    As we all know, Safety Inspections are hit or miss, depending on where you go. :anonymous:

    I was actually curious about the mudflaps so I called the Recon Office and the lady referred me to ROH Chapter 15-19.32 "Mudguards required".
    "No person shall operate on any highway any motor vehicle, trailer or semi-trailer unless equipped with fenders, covers or devices, including flaps or splash aprons, or unless the body of the vehicle or attachments thereto afford adequate protection to effectively minimize the spray or splash of water or mud to the rear of the vehicle. (Sec. 15-19.32, R.O. 1978 (1983 Ed.))"

    It doesn't mention anything about a new vehicle. However, everyone who has bought a 2016 Taco (and in @hacklerjason 's case, Chevy Colorado Duramax) passes the Safety Inspection without mudguards. Meaning, the safety inspectors at the dealerships are considering the trucks off-the-lot to have "adequate protection to effectively minimize the spray or splash of water or mud". It doesn't even state the common perception of the mudflaps having to be at least halfway down the tire/wheel.

    Everyone knows the entire Recon and Safety Inspection process/rule is weird and totally subjective. The fact is, most of our vehicles are better taken care of than most of the other vehicles with no mods that are driven around this beautiful place we call home. Just the other day, I saw a POS car with valid safety inspection sticker making all kinds of noise. You could see the smoke coming from the car and it stunk up the streets, but it somehow passed its safety inspection. :facepalm: And for how low the POS was, I'm surprised it didn't require Recon...the shocks were probably shot because of the heifer in it. :rofl:

    This is what I was planning to do. Technically, they are selling us a vehicle that doesn't have adequate spray or splash protection if any other safety station deems it a fail.

    But what if they flip it on you?

    Off-the-lot, the way they sold you the truck, it was considered safe to the inspectors who provide the safety sticker.

    Could the dealership say it was your choice to lift the truck and go beyond the threshold of adequate spray or splash protection?

    Then if thats the case i will explain to my salesman that our company will no longer buy vehicles from him and will go to a competitor... i have major clout with this saleman... i referred our procurement people to him for all new toyotas and i bought 2 brand spanking new vehicles in 3 years... If he wanna do that to me, would hurt him in the long run. Would be cheaper to just buy me mud flaps out of his own pocket

    ROH Sec. 15-19.28 Mufflers--Noise controlling devices.
    (a) No person shall operate a motor vehicle on a public highway or street unless such motor vehicle is equipped, at all times, with a muffler or mufflers in constant operation and of such length and size or of sufficient capacity for the motor and/or exhaust system to prevent the escape of excessive or annoying fumes or smoke, and excessive or unusual noise. The term "excessive or unusual noise," as used in this section, means noise in excess of the usual noise which would necessarily result from the operation of a motor when reduced to the minimum by a muffler such as defined herein.
    (b) No person shall operate a motor vehicle on a public highway or street unless the motor and/or exhaust system of such motor vehicle is properly equipped and adjusted so as to prevent the escape of excessive or annoying fumes or smoke and the emission of excessive or unusual noise as defined herein.
    (c) No person shall operate a motor vehicle on a public highway or street with a motor and or exhaust system which has been altered or modified to such an extent that the noise emitted by the motor and/or exhaust system thereof shall be deemed excessive or unusual as defined herein, or equipped with a dummy muffler, cut-out, by-pass or other similar device.
    (d) No person shall operate a motor vehicle on public highway equipped with an exhaust system or device which will amplify or increase the noise emitted by the motor of such motor vehicle above that emitted by the exhaust system or device with which the motor vehicle originally equipped from the factory.
    (e) No person shall operate a motor vehicle on public highway with a muffler with baffles or other interior parts, or both, which are not fixed or are not stationary. (Sec. 15-19.28,R.O. 1978 (1983 Ed.))

    Should have clarified that I meant in the stock form. Once you lift or start modifying, it is reasonable that it then becomes the responsibility of the owner.

    Randy, I would think you should be good if you keep going to Servco for the safety inspection. No? :confused:
