Stock 4 cyl 16 valve 2wd ext cab

I bought a 98 tacoma yesterday. Battery is good but when you try to ground the battery it arcs. How do i fix this situation? From what i understand it blew most or all the fuses as well

Hhmmm sounds like you have something grouded pretty hard, or shorted really hard. Was there an aftermarket stereo installed that previous owner took out before you bought it? Like amlifier and such in it.
