    Lower spring seat on upside down.....Flip it and go to HIGHEST setting. You'll be much happier.

    It looks like your spring is rubbing against the shock body. I would stop driving it until you get fixed.

    OP, you wrote it's a TRD. Is it a Sport or an OR? Once you correct the spring seats, you still may find the ride to be harsh at the highest setting. Neither the Sport or the OR like their springs with that much preload, with the OR being the worse of the two. You would very likely be happier with eibach coils at .85 or one of OMEs' coils sets.
