They do. But what I normally do is look at the CAPS and find the voltage and Farad rating. Then Google who has what you need at a nominal price. Remember most commercial places will sell a minimum of lots of 100 or 250 or even 500. You can find them in kits for less but then you have a lot of parts you will then have left over. Ebay now has sellers who break down those large lots to a cheaper 10 piece but will be more per item but a cheaper cost. Fry's does also stock discreet components and you may get lucky. It used to be you could go to your local TV repair shop and buy 1's and 2's but they don't repair TV's anymore.

I've fixed two Samsung tv's with this issue. It's pretty easy and there are sites where you enter in you model and they send you the correct capicators.

Google for a "capicator repair kit" along with the tv model number. You can get all the caps for $10-20 and only need the soldering iron, solder, desoldering braid, a solder sucker bulb, and a screwdriver.

How do you bleed caps in a TV? I've only worked on 1950's era tube circuits, where everything is fairly obvious.

Do you remember if the no picture issue was from a capacitor on the power board? Every online forum is saying it should be on the y sus board

Usually you repair the obvious first, and then if it doesn't fix the problem, you continue troubleshooting.

Is your picture going black while the TV is still on, or is the TV itself turning off, giving you a black picture?

This is a simple fix. If the TV still works momentarily, then no other damage has been done. Capacitors age with time and heat, and their value goes down as the electrolyte dries-up, and they may swell as this happens. Electrolyte dry-out happens much faster after the safety-rupture seal on top breaks.
Get the value (uF) and voltage off the old capacitor. Measure the lead spacing and height, or get a kit for this particular TV. If you skip the kit go to a website like digikey, Mouser, or Jameco. Find a radial-lead, general purpose, capacitor with the same value and voltage, and the correct lead-spacing (because it will fit easier) that is not taller than the old one (don't want it bump something else when put back together).

Note the polarity of the old capacitors before you remove them (Hey - you've already taken pictures). You only need solder and a soldering iron. Alternately heat each lead of the old capacitor while rocking it to work it out. Don't dig-in with the soldering iron and don't force or you may peel the traces. Add a little solder as you work it out. Solder wick (desoldering braid) is nice if you have it, but you don't necessarily need it or the desoldering tool. Once the capacitor is out, add a little solder to the hole and BLOW quickly, or tap the board sideways to clean the hole (clean or pick-off the splashed solder). When installing the new ones, get the capacitor polarity these same as the old ones. Solder, trim, and inspect your work. Then reassemble and enjoy your TV.

I've looked at the Samsung kit but it doesn't even have the correct ones. One of them is 1500 uf 35v and the kit only had 1000 uf or 2000

    Just a few LEDs...
Most circuits on newer electronics will bleed down the caps through resistors fairly quickly. If you still have a charge on caps in a power supply circuit you can just short them out with a screwdriver or if you want to be really careful, use a 5 watt resistor.

It could be that the bulging capacitor power supply could be giving unstable power to the Y Sus board, causing the picture to go out.

Any error codes / blinking indicators?

No codes or blinking lights at all. There's one big one with the worse buge. Then 3 other smaller ones with small bulges

My issues were on the power board. No start up or start up with lines on the screen.

You can find the right cap kit using your tv model number. You should also be able to find kits for the power board, or all caps etc.
