    All the pictures I'm seeing are very half-assed. I've been woodworking for a while, I'm sure it would look good with a little effort. Wood choice is going to be the real question. The problem is, the timber that holds up well outdoors is very dense, also making it heavy. The optimal wood would be balanced between weight, density, and paint-ability with the strength to hold up to light impacts, but brittle enough to not damage your frame on larger impacts. Could be difficult to find this.

    How long are you looking for this bumper to last? If only for a couple years or less, wood decay won't really be a factor, as long as its treated and/or painted properly.

    White Oak, Ipe, Honduran Mahogany (Genuine Mahogany) are all good choices but very heavy. I personally think I would use Poplar if I was making a bumper. Poplar is cheap, lighter weight than the other options, will hold up moderately well outside especially if it painted properly. Just my 2 cents.

    Also, Beech or Maple. The problem is, if done right, all of these woods at that thickness ($/board foot) would probably cost as much as a replacement bumper.

    I hate to agree with you on Poplar, cause it's not very strong, but if you're going to paint it to protect it form elements, then it's probably the best weight and price.

    BUT. Make it out of Cedar, it's naturally weather resistant, and you could smell your bumper each morning when you go outside!

    Do it! There is an old school ford ('75?) that rolls around with a oak log as a front bumper, it looks pretty sweet.

    OP;

    Depending on what you need to replace you can get a factory-style bumper and parts for around $200, which would let you avoid the questionable legality of a wooden bumper.
    For instance, a replacement bumper, mounts, valance, and filler piece would run you around $220 on Amazon right now.

    I used to live down in Norfolk when I went to college. At one point I was getting my bedsides painted and accidentally left my bumper outside of my buddies shop and they threw it out the next day. I went about 5 weeks without a rear bumper and no cop cared as long as the license plate was displayed. I agree with the others, just save up and get a bumper you want, unless you get nailed by some tard on 64 you should be good.
