Is there anyway i could increase my suspension or torque/power to be able to tow more. I own a 1997 tacoma regular cab 4x4.

What are you trying to tow? Without knowing if you have the 2.4, 2.7 or 3.4 (I see single cab, I am assuming either a 2.4 or 2.7). If I am not mistaking properly equipped you could tow 3500# with the I4 or 5000# with the V6 (again, properly equipped). Maybe gives us some more info on what you are trying to tow.

Yes and no. Theoretically if you were to add a blower, lower diff gears, bigger brakes and a set of airbags to the suspension you'd have increased power and a better handling suspension and your truck would be a more capable tow vehicle. Unfortunately that won't increase the actual rating your truck came with from the factory meaning your still legally limited to the number that toyota deemed safe.

Towing is easy. It's the steering/stopping part that's hard.

Tow better, yes, the suggestions above. Tow more than the truck is rated for, no. You need a different/bigger truck.
