2009 Toyota Tacoma base

Looking for some advice, my daughter has a 2009 base Tacoma, of course wants bigger wheels and tires. Currently have 15" rims. What is the largest size tire you would recommend on the 15" or can I get bigger rims to allow a larger tire. Not sure I want to lift due to performance.
