I never put two and two together, but I also had a haze on my windshield that was extremely bad and hard to get off. I ended up using a scrubber sponge and windex and was able to get it all off, but I'm sure it was the same thing as the overspray on the hood/fender. Mine is a Texas VIN as well.

The dealer would have caught that amount of overspray on their PDI.

I've never seen a car come off a train that could go straight to the lot without being detailed.

...^^^... Be VERY careful with that ... "scotch scrubber sponge" ...

I used to use that a lot for bugs, until I ruined a windshield and didn't know it until the sun hit it just right ...

Even the light one will scratch your windshield.

I had it on the rear of my mgn truck. Especially bad around the stickers (which I removed and how I noticed) and had a solid outline of glitter. The plastic bed step and handle has glitter over spray too. It was night when I picked up so doesn't notice. They told me my truck was delayed shipping bc it took 4 days liner than when I was suppose to receive it. At first I thought it was from the factory, but now I'm wondering if it was dealer damage. Don't see any signs of actual body repair, just paint

Took some shots of the area I was talking about.
You can see the glittery oval around the reflection of the sun, and just left to it. That glittery patch has nothing to do with the sun reflection. I'll post another pic from another angle where you can see the outline of the glittery oval. Can't feel it, def under the clear.

And here's a coup more angles. Just to the left of the NJ decal, you can make out the glittery oval, and what you see in the close up is all the tiny specs of metallic flake. They are multi colored.
