    Those forklifts bring back a lot of memories. I took my explosives operator qualifications on one and I had to operate one in Afghanistan hoping not to get picked off by a sniper. Good times.

    The International Traffic in Arms Regulations (ITAR) is a set of United States Government regulations on the export and import of defense- related articles and services.
    EXPORT LICENSING (ITAR & EAR) - Bureau of Industry and Security

    It covers a broad section of items that the government views as proprietary they dont want certain countries to obtain with out approvel and of course fees.

    So this in turn makes some items require registration or approvel to own based on its use.
