maybe the brake disconnect switch is out of adjustment. Mine also wasnt working and I had two problems one the clutch pedal switch wasnt engaging and the cable that controls the speed was loose and fell off the Throttle body. I reinstalled the cable and tightened down the adjustment nut and adjusted my clutch pedal disconnect switch and it works. I know OP is auto but maybe its something loose?

I checked the cables the other day. They are connected and don't appear to be loose.

You can rule out the brake switch, by removing the connector, shorting the 3 and 4 terminals (on the connector, not the switch).
If the CC works, then you have a bad brake switch. If not, then look elsewhere.

These switches are cheaply available at any pick-n-pull, for maybe $5. I got mine from a Camry, since most Toyotas of the same year use the same part.

    I'd suspect in order...

...the brake pedal (cruise cancellation switch)

...the cruise control lever /or connections

...the steering's spiral cable - wiring connections

Since the CC lever's display light on the dash functions...
(thought I read so... but may have become confused)
I might believe that the spiral cable is not
sending signal/power to the CC unit itself.

I would think a fault code could be read
even if that fault does not display an cel.

Electrical issues are not always easy to self diagnose.
And can become an expensive process
if needing to replace every suspect e component that could be of blame,
in order to find the single fault or make correction.

I personally would pay for a dealership diagnosis
and then likely do my own repair(s).

    good luck with yer troubles.

Thanks for the replies, everyone. I've got to tackle a blown axle seal this week and then will get back to the cruise issue. I appreciate all the suggestions. I will be taking a closer look at the brake switch to rule that out.
I think the CC unit is getting power, as I hear it click when I turn the power on at the stalk, and click again a few seconds after turning off power. Which makes me wonder again if the issue isn't farther down the line. But the brake switch is always a good place to absolutely rule out.

Just to wrap it up: the culprit was the cruise control actuator in the engine bay. Got one used from eBay, swapped it in, and now I am cruising with no problem!

I though this, too, on my wife's Honda. I realize this isn't a Toyota but thought I'd mention this anyway.

Brake lights worked fine, but for years we kept having issues with the cruise working, then not working, then working again. Eventually the brake lights stopped working. (She got to visit with the chief of police over that...lol). I first cleaned the switch, then ordered a new one. Since replacing it the cruise has worked flawlessly.

That may not be the root of the problem for most here, but don't overlook the possibility.
