1998 turns over but won't start

    And it's the accessory relay that is identical to the EFI relay. You could swap those and see if it fires up.

    I swapped some of the relays that were the same around but I don't know which relays they were because the relay cover markings are all screwed up

    Okay, you can look up online the diagram key of which relay goes to what. Only thing I have left for you is the post by Bama in that link I left in a previous post. You're gonna have to do some troubleshooting or pay someone to troubleshoot for you. Let me know if you have any questions about the troubleshooting in that link.

    There are 2 relays in series powering the pump.
    Below is for a V6, the 4cyl uses the cam sensor not the crank sensor, everything else is the same.
    It should be noted that the STA signal is not required for the ECM to allow the pump. It may override the NE signal when cranking but I have never tested it. (Man trans guys can push start without the starter in the picture at all)

    I was hoping you'd chime in dirty pool. Sounds like you're saying the same thing Bama did in that link i copied. Good, I was hoping I pointed him in the right direction. You guys know you're stuff, that's for sure.

    Ok so I located the COR and I'm doing some tests and when I energize the coil with my meter on the contacts to check for continuity the meter beeps for a second and then reads 126 ohms on that contact and if I set the meter to just ohms it reads 129 ohms. Now according to the COR diagram I found online that should be a straight contact with no resistance am I correct or not?

    New info With the COR in the plug i stuck a meter in the back of the plug and using this diagram i found in non start situation i have 12v on
    B+, and FC.
    and when i try to start the truck i get voltage on FP to the fuelpump and the voltage drops to like 11v on FC but that may be due to battery needing a charge at this point (plenty of crank left in her) so what would my next step be

    Check for electrical grounds...The ground next to the diagnostic port on my 3.4l was almost unscrewed, and it caused intermittant non-firing. Starter cranked, but the engine did not fire.

    i ordered one of those cheap 20$ bluetooth code readers and tried it out. it didnt work then i tried it on my 2014 work truck f150 still didnt work so i bought a nicer one a scan tool OBDLink MX tried it on my work truck first this time and it works fine. Then i took it over to the tacoma and the scanner would connect to my tablet but when it tried to run the scans on the ecm it kept giving me an error saying the scanner couldnt connect to the ecm. does this mean my ecm is shot?

    let me start off by saying i hate troubleshooting electrical on vehicles. so today i decided i wanted to pursue the possible grounding issue. so i start at the fuel pump and check for voltage at the + pin for the pump and nothing. then i check for continuity on the ground at the pump plug and i had it. so then i tell my wife to try and start the truck with no fuel pump hooked up but my meter on the + and - of the plug, i had 12v with ignition turned. so i pluggged it back in and it tried to fire then i heard some clicking form the engine and realized that when i pulled the coil i never plugged the plug wire back in. so i hooked it back up and it took a minute but it fired and ran. now the part that is screwing with me is now the ecm scanner I bought is working so I don't think i fixed anything there is still a bad connection somewhere because when i put the new fuel pump in and tried to start it with meter on + and - i got nothing. does anyone have a connection diagram for grounding locations?

    And she strikes again. It's a grounding issue. The one next to the diagnostic port under the hood. I pulled the bolt to clean all the mating surfaces and noticed the to ring terminals arking together so I took a reading with the meter and got continuity to ground on one of them and on the weird shaped ring with multiple wires I got 11 volts. So I bolt d the single ring back on and left the other one off and tried to start the truck nothing happened but then the check engine light came on. Then I touched the odd ring back to the bolt and the light went out and the truck started an ran fine. If I let the ring go off the bolt it died instantly. So why do I have voltage on something that's supposed to be grounded. Does anyone have an idea what each of these ground wires goes to?

    I pulled the ECM and opened it and found corrosion and what looked to be electrical burn marks. So I bought another ecm and everything seems to be working fine now.
