A/C Problem

    Headlights
    my a/c only blows on low on the highest three settings and doesn't work at all on the first two. I have replaced the resistor, resistor harness, blower, & switches and still hasn't solved issue. I pulled out the fuses and put them back in and it worked for a week and then right back to problem. What is the problem here?
