OK got everything back and this is what i found.
    I attached a chart i mad

but the only bullies that don't spin are the middle two which would be the crank shaft which is expected, then the water pump or pulley that is attached to the fan. the fan spins but the pulley near it does not.
    Everything else moves freely.

Throw the new belt on and watch it turn as you start the truck (without a/c or defrost and fan off). If everything is fine then turn on the fan and a/c while watching the compressor. The end of the pulley (clutch) should engage and spin with the pulley, if it locks up then turn the a/c off and you found the issue. Hopefully it was just the belt gone bad.

so the fan pulley should be static right now, I shouldn't be able to move it?
Ill get a new belt tomorrow and see

edit: maybe I'm reading diagrams wrong, but the water pump pulley isn't the same as the water pump pulley? because everything i see shows that that water pump pulley is small, and the one that is attached to the fan is a similar size to the drive pulley. the pulley attached the the fan is the one that is stuck.
could it be the fan clutch? it would be the same pulley that is attached too that, that would be the stuck one

The water pump pulley is the same as the fan pulley.

The fan is attached to the water pump shaft.

In other words The pulley is sandwiched between the Fan and the water pump.

If your water pump pulley is frozen you have a failed water pump. It should turn by hand. Bit if a job to replace the water pump, but you can do it with the proper tools.
Biggest problem will be getting the bolts out without shearing them. I find that removal of the radiator makes it a whole lot easier. Good luck...

from some more research is does sound like its probably the water pump. The bearing that needs to be replaced comes in/with the pump right? sounds like its a common thing on these toyotas.
Thanks for the quick help everyone, doing it my self should save me some money, I have all the right tools so i am good.

anyone recommend a good sight to get a water pump off of or is autzone still a good choice?

You don't replace the bearing, but the whole water pump which includes the bearing, remove old, pop in new (use antiseaze on bolts, makes it easier next time), install belt, fill system with 50/50 toyota compatible antifreeze and move on...

    Initial findings
After taking off the pulley on the water pump, it had really bad scoring inside of it, but with it off the water pump spins fine, when taking it off it was still stuck though

With the belt off you should be able to turn the water pump pulley yes.

    That doesn't make much sense.

    the water pump spins fine.

when taking it off it was still stuck though
    .

Which is it? Are you saying during the process of removing the water pump it loosened and will now spin freely. This is common with bearings. Don't be fooled. Replace the water pump and be happy.

Never mind that, I'm having a lot of trouble getting the pump out, any tips? All the bolts are off and it's pretty damn hard to wiggle out

Just make sure you have ALL 17 Bolts removed... If you pry be gentle and do not score the sealing surface.

I would like to thank everyone for the help, you have out very useful information and I appreciate it!

So I put on everything torques to spec, carefully. Cleaned everything up, filled the system with Toyota coolant, ran the truck to burp it and did every configuration with the a/c and defroster I could; and it all sounded great!
Took it for a spin around the block with no trouble. "Re it cool down while I put all the tools away and then started her up and went for a half hour drive with no problem!
So she's good as it sits right now!
