    I believe the reason the front rail was not installed on the 3rd gens is because it will not fit with the factory tonneau cover.

    Probably. Though if I was someone who'd never use one, I'd probably cheer Toyota for not making me pay for it to be included. Sometimes it's good for a manuf to be "cheap" and not include stuff a relatively small portion of people use.

    No I have no idea if that's the case here, just playing Devil's Advocate.
