'97 Tacoma compression issues

I've got a friend with a '97 4 cylinder Tacoma. She's been having compression issue's I guess (according to the dealer). The dealer said it's most likely (80%) a valve that needs to be replace, and they quoted her $2200.

First, is this amount reasonable? How much should something like this cost to fix?

Second, if it is indeed a valve that needs to be replaced, is something I could do (average mechanical ability, but quick learner)?

I know I have seen entire rebuilt cylinder heads for around 600 dollars. So 2200 is certainly quite high in my opinion. 55 dollars for a new head gasket. 75 for head bolts if yours can't be reused and about 8-12 hours of your time. I just replaced my head gasket on my 96 tacoma 2.7 and it really wasn't that bad. Just take your time, mark the distributor position correctly, locate TDC before you do anything and organize your cam bearings when you take them off. It really wasn't too bad.
