The only logical thing is something that can get about the same mileage.

    A motorcycle.

I dont know about that. The best I've ever gotten from my BMW is 38 mpg. Maybe she would like a Ural with a side car and 2 wheel drive?

are you only getting rid of the TDI because of the emissions shit? Really nothing will beat the fuel efficiency just remember that.
Given you are looking for something that will fit a dog and two car seats maybe you need to hang up the dream of having a car and get a minivan LOL.

Otherwise, get a decent sized SUV. Tiguan is just a passat with an SUV body so its small. I know my sister had a hell of a time fitting a 30lbs dog and 2 car seats in a pathfinder so they got a minivan. If anything I'd say get a 4runner or land cruiser. Something with a significant sized interior.

Final update- as of 1/4/17 golf is back in the hands of VW got a check for 24,5 which paid for the 2015 Impreza my wife wanted and the rest of that was used to pay off my taco. I'm not a big fan of the Impreza, although with 2 car seats in the back I can comfortably drive it which is totally surprising. I bought a canopy so if we need to go anywhere the requires us to take kids and dogs we will just drive my Tacoma. Thanks for all the input on vehicles. Too bad I couldn't convince her to get a 4Runner.

Yep, and the fact that it has left her stranded 4 times in the past year helped my case a lot.

The brake light switch broke for the 2nd time and after it was "fixed" again it had some sort of intermittent draw on the battery that the dealer couldn't figure out. That was 3 of the 4.
