Check if the throttle cable is stuck partially open near the throttle body

Floor mat resting on pedal? Sounds like stuck cable.

I had mine do that once. Took it to the dealer because I couldn't figure it out and nether could they! After 5 days there, they had cleaned the entire intake and throttle body but it didn't help, changed the TPS and numerous other small things but nothing worked. The tech had to contact someone from another region and they finally figured out that a vacuum switching valve on the throttle body/intake had gone bad. I unfortunately don't have the exact part that went bad on mine but maybe you can narrow it down and research it. My truck is a 2000 2.7l. Hope it helps!

Ok, but what fixes have you already tried so people can try recommending new ones?

not sure about adjustment. try pulling it off and reassembling with grease/lube. Im guessing something has some corrosion from sitting and the spring is too weak to return all the way
