2013 hid fog help

so I bought hids for my 2013 today one kit for the headlights one for the fogs.

Headlights. Ddm plus hi/LO kit
Fogs: ddm plus fogs h11 bulbs

Headlights are working just fine but when it came to the fogs they would not fire up. I even switched the ballasts. Switched the bulbs. I decided to put the stock bulb back in fired up just fine. Will finish the install when I have more time but am I missing something here ?

Are you aware that HIDs should not be run in your OEM headlights or fogs without doing a projector retrofit? You will have no light control and blind other drivers. While this thread pertains to LEDs in halogen reflectors, the exact same principles apply to HIDs:
