That is a strip of film applied, it was applied at the dealer. I had all the original paperwork from the original owner when I bought it back in 99, and there was a line for dealer applied tint. From Texas, where the truck originated from. Prolly explains why it's so dark too.

No, it is a thing here too in some areas. Mostly down in the metro area. When I originally got mine done I heard several stories of people getting ticketed for it. Thing is though, in order to issue a ticket for that they've got to have a device to actually measure the light transmission with them then and there... unless it's obvious like limo tint? But for the most part it's more of a) an excuse to pull you over if they need one for something else, b) down to the real sticklers who are just looking to write tickets, and c) added on to other stuff because you were being really stupid and they wanted to hit you with everything they could. Most of the time... nobody cares.
