Not sure about a 1995 Tacoma, but it is possible. My '98 was pre-wired for CC but didn't have it as an option. It took me quite a while, and a lot of research, to source the parts.

In my case, I needed the actuator, computer, control switch and brake switch (all OEM parts). I got all of them from various wrecking yards. It looks and works like factory. All the connectors were there, just not plugged into anything.

Mine has a 2-cable actuator, yours might have just one, not sure.

just what I need to do what I want
Cut some iJDMtoy (Amazon $39.99) flush-mounted LED's into my rear bumper. Used an angle grinder with a 4" wheel, then bolted them in with stainless steel allen head bolts and nylok nuts. T-tap into green reverse light wire, shrink tube and done.

Installed a overhead console from a mid 90's suburban without overhead AC controls . I had to take down the headliner to make a custom bracket and run wires to the LED map lights. It covered up the factory door/courtesy light so I put in a LED light behind it and wired it with the factory door wires to come on when I open it.
The fit was pretty good but I took the funky cloth along the edges off it and trimmed it some to fit better. Just primed gray now but will wrap it or paint it when I take it down again when I install a CB up there.

No ...sorry.I was in a zone. I will shoot some when I take it down again.
You basically have to only make one 2 inch bracket with a nutplate coming off the front roof crossmember behind the mirror to attach the front and the console has 2 wide plastic hooks or brackets that tuck into the rear roof crossmember when I cut holes for them .Had to cut holes in the headliner though so there's no going back.

Installed a marine USB/cigarette box into the bed. 10 guage wire should handle the invertor. That and the bed lights are wired up. Next is the bed liner...
