Timing chain cover install frustration

This is going to sound too simple but I'm struggling to install the oil pump gears onto the crank shaft. I just replaced the head gasket. I cannot get the inner pump gear to line up with the woodruff key on the crank. I'm sure there is an easy trick but it's kicking my butt.

 

i use a pocket screwdriver and turn it while i have someone push the cover on
its really hard if doing alone. if doing alone set the cover on and turn the pump till the cover slides
on then remove carefully and add sealer and hopefully it will slide back on

Does the oil pump inner gear go over the crank shaft timing gear shaft or rest against it? The cover doesn't want to butt against the block?
