Help! Rear Brake Lockup.....

Ok Im at wits end on this! I have a 2010 TRD Offroad and have been having issues with the drivers rear locking up. Im thinking this is a brake issue but not entirely sure. Any Ideas out there??

This is what I've done so far:
Pulled and inspected axles
Pulled and inspected third member (spider gears and all)
Cleaned up brakes, and lubed the brake shoe contact points

Its thrown no codes but will lock up only the right rear. Most of the time I can back up and it'll release/unbind. Am I missing something?
