Best way to touch up powder coated bumper?

So I ran into something...and the metal survived but the powder coating got scuffed and a small chip...

What would be the best way to touch up the scuff (I tried buffing the white out of the powder coat but I think it's permanent) and touch up the chip so it doesn't rust?
