And what should I do to it? It is a piece of foam that appears to have been glued in place, but the glue is failing and I think it is just going to get longer and longer. Anyone have any idea what it's purpose is and can I tear it off without causing issues?

I figured it out. It's foam that is supposed to be between the camper shell and the bed. It appears it snapped somewhere and is now hanging in between the cab and bed, through the undercarriage
