    There are two bolts on each side of this bumper that go in from the bottom toward the top (head down). In the stock configuration them hold the factory tow hook to the frame. DO you remember those?

    If so, the ones on the passenger side are about 2x longer than the ones on the driver side, because they passed through the tow hook. With the tow hook removed, they seem to be too long. Did you get new bolts or just run them up. Mine seem to be getting tight long before the bolt head makes contact.
