    Its owned by the state. CA made a decision to continue to produce food during the massive, historic drought that has just eased this winter.

    I understand This decision affected a few small communities. CA is a weird- but beautiful place, lol.

    Back in 2008/9, they shut down the water to the San Joaquin Valley for irrigation. Agriculture is the #1 economy in that valley and it was a shit storm. So many people out of work and literally going hungry. The lines for food banks grew exponentially.
