Below is a pic of my leaf springs on my 96 Tacoma 4x4.I had a GOOD used frame put under it recently. The frame was from a 2000 Tacoma in which he had to use the 2000 leaf springs. Can I take the bottom leaf out so it sits about a inch lower? The one that curls downward. It sits too high for my liking in the back.

You can, that's an overload leaf. I wouldn't recommend carrying much weight without it, the stock leaf packs are pretty weak.
Alternatively, you could throw a couple sand bags in the back, 150 - 200 lbs should make it squat down an inch and then you don't lose any load carrying capacity.

If I take it out,I shouldn't run out of shock travel? Also it is very stiff like this.

Your bump stops should limit uptravel before the shocks bottom out, you might max out the shocks on droop but the overload won't prevent that anyway. You should be fine without it.

If it is riding stiff, removing the overload will not change that. Adding weight to the bed will help soften it up some.

Edit: those look like new leaf packs, they might just need to be broken in a bit. Also, those aren't stock shocks, however they're valved may be why it feels so stiff.

do you know what leaf packs or shocks were put on the truck? as @drr mentioned they may be brand new, but they could also be heavier duty than stock
