    Thanks for the replies. I finally found the part: 53851-04060 http://parts.olathetoyota.com/oe-toyota/5385104060

    Olathe Toyota called it a "Front wheel opening extension pad" and the part number they gave me is listed as "Extension Insert"

    So it's still a guessing game as to what it's for. Must be aerodynamics for +0.07mpg
