This is for my 99 that I've repaired the frame on (https://www.tacomaworld.com/threads/frame-rehab-plans-on-my-99.475827/). It is very possible I screwed something up in the process, but I'm attempting a first start and I get the motor cranking, but it won't start. I had my wife turn the key (to accessory as well as to start) and with my ear right up next to the fuel pump (bed is still off) I can't hear anything. I've checked the EFI relay under the hood, and the fuel pump relay in the dash, and both click when the car attempts to start. I then checked voltage at the pump (pulled the plug and checked while starting). It is getting (looking at the plug on the plug side...like if you were looking at it from the fuel pump when it's plugged in... as opposed to wire side):

Top left: 12 volts on accessory...which drifts down to 10 - 11 on start up
Top middle: 6 volts on accessory...no change on start up
    Top right: 0
Bottom left: 0 on accessory...10 on start up
    Bottom right: 0

It seems strange to me that a fuel pump that worked three months ago all of the sudden doesn't work when all it has done is sit off in the corner. This would seem to me to be a bad pump, but I want to get a second opinion before I go spend even more money.

Also, the truck cab was completely disconnected and jacked up in the air while I was welding on the frame so I don't think anything got fried. Thanks.

as you the fuel pump will only opperate in crank or engine running mode. Take the pump out and smack the pump and mount with the plastic screw driver handle, just might free it up, if not you are 1/2 done towards replacing it. I have yet to have a fuel pump go out on any of my Tacomas so i can not advise as to putting in just a pump motor in or the assembly.

I was going to say to hit the tank and see if you are able to get it to turn over before you take the pump out, but someone beat me to it

So the old Fonzarelli, eh? And it's gotta be out for that...hmmm...it'll be interesting getting to it. All of the mounting screws on the top are toast...thank you rust.

And if that doesn't work then just replace it then?

You would be surprised how often that works. Just take a hammer and tap under the tank where the pump is while cranking. It may get you a couple more starts out of a dying pump.

Ended up getting them out...destroyed them in the process. Vise grips. Broke three off, so I've got to drill them out and extract them. Bigger problem now is that I don't have spark. I've got a thread started on it. I'm about to pour gas on the whole damn thing and light a match.
