Broken fender bolt

    Alright so I'm trying to install straps that go through the fender bolts that act as anchor points for kayaks for the front. Upon removing one bolt it broke.. aside from drilling it out and I don't know if an ez out will work as the bolt threads are rusted does anyone have a suggestion to get this guy out? Is it do-able removing the fender liner?

    Try to drill it out, forward, if it spins keep drilling and turn it out the bottom of the hole.
