Brakes grabbing at low speed

    3rd gen TRD Sport Wheels, EBC rotors, Bed cover
    2008 Tacoma TRD Sport with 140k on the clock running 2016 TRD sport 17" wheels.
    Front brakes grab at very low speed while the wheel is turned going forward or reverse. I've turned the original rotors and replaced the pads which took care of the issue for a short time and once the issue arose again I replaced the rotors with EBC and new pads along with rebuilding the calipers and replacing the wheel bearings which is a pain in the ass.
    For the calipers I replaced the seal rings and the boots as the pistons were perfect.
    I've also flushed the old fluid out with new and adjusted the rear drums.

    I'm running out of ideas.

    Pads, rotors, ujoints, 5900K Super White Xenon HID Halogen Bulb Fog Light
    are your pins rusty?
    can the pads be moved in the caliper without binding after compressing the pistons a bit?

    Pins are clean and pads move freely once I compress the pistons slightly.

    Maybe the 3rd Gen wheels/tires are rubing and that's what your feeling? Just a guess...

    Are you sure you are not mistaking low speed ABS activation with brake "grabbing"? I've seen these issues caused by corroded tone rings at the wheels and excessive air gap at the ABS sensors.

    3rd gen wheels show no rub marks anywhere.
    I was thinking the abs may be grabbing but i don't feel any pulsating and the light has not come on during the grabbing/binding. The tone rings are clean on the spindles and the sensors are installed per spec. No road salt 100% west coast vehicle.
    It feels like as the the rotor is twisting on the spindle like a floating caliper setup.

    I'm wondering if there is a difference between the 2016 trd sport 17" wheels and my 2008 trd sport 17" such as the lugnuts might be different and the wheel isn't seating entirely since I'm using my original lugnuts.
