    2013 tacoma 4.0 starter drags a little then starts. When you turn it off horn honks and lights flash. Wuts up.

    If the lights flash and the horn makes noise you have an alarm in the mix.

    If it was just some electrical issue the Horn and lights would be on but not cycling on and off.
