But it's not going to pull 9A at no load. No different than a engine being rated at 350hp. It doesn't produce 350hp all the time. I'm sure that motor is capable of running continuously under load producing 1100W.

Then it's labeled incorrectly--the UL label indicates 5 A, this is the maximum continuous current draw per UL labeling requirements--this is necessary so that an appliance's maximum continuous power needs can be known and power sources be appropriately sized. UL does not allow HP numbers (BS or otherwise) to appear on the UL rating label.

Actually vacuum cleaners are allowed by the FTC to be advertised according to there peak horsepower, which is a complete load of BS calculated by using the the startup current. The peak HP is typically determined using just the bare motor, no fan or ducting--inrush current would be less than the 15.5 A I observed with the little Stanley unit. Startup current for just the motor would likely be in the 9 to 10 A range, giving rise to the 1.5 HP number they tout on the unit's front label

It would burn up if you applied sufficient load to make it draw 1100 W...

The rules must be different for vacuums. For blowers and other tools we can't/don't advertise more than the continuous amp draw of the unit. Except in Europe, where you can advertise the maximum capable wattage of the motor, even if you aren't operating anywhere near that. Some of the Worx leaf blower are advertised as 2500W in the EU and are really only using about 1000W. It's kind of annoying because we end up using larger motors than are necessary just to be able to make claims to compete with the competition.

The UL requires that the amperage displayed on the electrical information label be the actual continuous maximum draw of the device--and as my tests revealed the little vac does indeed draw the 5.0 A shown on the label (I blocked the hose with my hand). It's the silly horsepower numbers claimed that is pretty much unregulated.

Most "happy homeowner" small 120 VAC air compressors are like this too; the most one can reasonably retrieve from a residential 120 VAC 15 A receptacle is 1500 watts--85% or so of the circuit breaker's rating. If you throw in an 85% efficiency factor for the motor you're down to 1275 watts or 1.7 HP. Yet you will routinely see small 120 VAC compressors claiming 2.5 even 3 HP.

My Husky 30-gallon V-twin is more realistically rated as 1.6 HP, 15.0 A @ 120 VAC, 7.4 A @ 230 VAC--because that's what it is and Husky did not feel compelled to BS about it.

I rewired it to a dedicated 20 A 230 VAC circuit because on the "sort of" dedicated 15 A 120 VAC circuit it sometimes groaned to a sluggish start...
