So the Recon sticker is assigned and valid only for the registered owner/operator, and not the actual vehicle/VIN?

I thought the recon went with the vehicle and it didn't matter who the owner was. I always assumed that non transferable meant that you couldn't move it from one vehicle to another?

That's correct... Reconstructed vehicle permits are per registered owner and do not follow the vehicle

Non transferable as you implied should be automatic, because then there would be no point of having inspections... By non transferable, it's meant in terms of owners. It is NOT like safety and registration, and is not transferrable from previous owner to new owner

That's not correct at all. As long as the new owner doesn't do any other mods, the permit is still valid.

i know people personally who had their recon stickers invalidated during a safety for not being the name on the recon paperwork. Multiple stations said the same prior to them being linked via ipad... They cited the reason being they dont know if anything was done prior to or conditional to the sale. And furthermore, most recon permits are already invalid because we all know people like to change parts to pass recon, then put their parts back on that wouldve failed recon... so to be honest, likely a greater percentage of recon permits on the road are already invalid before the transfer, even if its just lighting that invalidated it... Even i passed recon with legit lighting, only to change it out after. Most of us do the same thing, but its not the standard they go by

    EDIT

I literally just got off the phone with MVCS and was told the following:
You are supposed to go back and update the recon information to reflect the change of ownership, which is subject to a new inspection and a $15 fee. By right, if the registered owner on the registration and recon paper are different, HPD, and safety inspectors are allowed to consider that invalid. They did state that not a lot of authorities will actually push that hard, but they have the right to leaving you with no recourse... Just have to go through it again... In the end ifs still the owners responsibility to maintain his or her own paperwork. If you get let through then right on, but still need to stop people telling their stories of success as the golden rules that everybody falls under. Mind you there are no real good publications that are current re the matter. Just because one or two get to slide, dont mean thats the standard

Horses mouth being? Recon inspector? Safety inspector?
Again... i was told by the motor vehicle people listed above, that by right the safety inspectors as well as hpd have the right to turn you down... If you have the ability to get by because its your "uncle" then rajah, thats awesome... But thats not the gospel... I got my information today from the city and county provided contact info, not my uncle...

Hahaha you believe what you want and preach what YOU know. My "uncle" has never hooked me up or given me a pass on any inspection I've ever did. He's even failed me once then came over to help me change what needed to be.

Thats just to prove my point... the people in the office and the people doing the inspections, arent the people that are invalidating these. Its when you get a safety and get failed. Once that failure occurs, youre flagged in the system they use, so you cant just go to another person to try again. They will also see that you failed and why. You guy can chance it if you like, but ive said all im really going to. When i sold my last truck, i cut the recon sticker off, and did not advertise as having been inspected... I have no gain either way, just trying to keep info accurate since other people use these forums for info as well. You got one side from an inspector, i got another side from the people in the office. in the end, if you fail safety for invalid recon, you have no recourse. You just have to go again... Now consider this... Youre gonna sell a car not for yourself, not for your wife, but a wifes friend, follow? And lets say you advertised the truck as having recon. But they go through the transfer fine because the safety is still current. But a year or less later they have problems because they dont accept the recon without your name on it. Do YOU want to be in the middle of that? Or just disclose the vehicle without it

Youre still talking about recon... We arent talking about that... Were talking about the people that will fail your safety because of it

So recon is transferable but safety is going to fail you because the names don't jive but make, mode and vin do?

ive always thought that it was transferable as long as mods stayed the same. ive had so many cars with recon and never got bothered before.
