Who is the truck financed through? If its a sub prime lender they may have required it though only lenders ive seen require it were buy here pay here types. I worked for a big one in georgia and every vehicle we sold had these in it. Huh, that's strange, it's not but I wonder if this happens a lot from what I remember, his brother went on a mission somewhere, and around the same time he was googling body armor or something, and that is the only reason he could think of why they would put it there. I think they just came and picked it up with no explanation.

I had a rental truck one time, and I hit a bump, and a massive bundle of wires popped out from under the dash. No clue what they were, but they were for sure after market.
