I've done several searches, emailed several individuals and have not yet come up it a definitive answer/recommendation:

Looking to get a modest lift on my 2017 DCSB TRD OR 4x4...Approx 2-3"
My truck sits level with the ARE canopy and dog training gear already (Total of 350-400lbs in constant weight).

I'm not a big off-roader and this is my daily driver, most of the lift is for looks and bigger tires (undecided on that route, 33" or smaller). Don't want a harsh ride.

OME heavy duty w new leaf pack? Bilstein 5100 or 6112/5160 w AAL? Or just a simple ready lift kit?

Max budget is $1500, but would love to spend less to get wheels/tires sooner rather than later.
Oh, any any recommendations for installers in the Seattle area would be great too.

Greetings from the seattle-area as well.

I'd suggest either OME with dakars or the bilstein 5100 with dakars if your bed is going to consistently have weight and you're not doing any heavy off roading. A regular AAL is more of a bandaid and will eventually sag over time. I have a progressive leaf spring which works great for me but I don't have any weight in the back aside from a tuffbox. I believe the Bilstein 6112/5160 doesn't let you go higher than 2" as well. @smitty99 has a good write up of them if you want to read it.

I'm not too keen on seattle area installation shops since I do my installs with a buddy but a lot of people like Mule outfitters in Issaquah (www.dasmule.com/), but I've been told they're pricey.

Mine is a DD as well, but I do hit some more technical trails and opted for a rebuildable shock; I went with Icon stage 1s and have been happy so far; they're firmer than factory OR shocks and have a lot more dampening over bigger bumps I see on the trails. I was told OME rear shocks ride pretty rough from my friend who has them, so I skipped out on OME and got the Icons.
