Most likely explanation! The lines follow the contours so a hot flat object didn't do it.

I just did. I'm surprised, I would have thought a nearly new truck would be worth the repair or at least be worthy of a "rebuilt" title. Surprised its being parted out but it may work in the OPs favor.

Hard to tell from the pictures, but are they deep gashes, or just surface imperfections.
The 2 lines in the center of the console run up and show up again in the shifter boot, lining up perfect. So something happened while it was in park.
    This is weird..

You purchased it for $30, but Toyota actually paid 25 cents to make it in Medico. And Toyota is fixing it under 'their' minimum wage worker rates. Think.
I stand corrected, $20 on the extreme high side.

    Surface imperfections. Definitely not gashes.

What about the scuff lines in the shifter boot?

I noticed the Grab Handle on the A Pillar is all scratched up on my truck, I haven't had very many passengers so I have no idea how it got so torn up.

Those showed up in conjunction with the surface damage. Same time as the lines they are lined up with.

Has anyone ever played with that silly string in a can inside the vehicle? I remember the wet stuff that stays on the string itself (once dispensed) used to etch some plastics in an older car. Those really look like some kind of etching from chemicals.

Mine is the same. That craptastic plastic scuffs way too easily. My GF's fingernails are to blame. It's about $60 to replace that piece. I'm going to wait a few years if I keep the truck that long to replace.

Well then My only conclusion is...
    ALIENS

I'd guess some high intensity gamma ray that penetrated the console. Unducrions are known to make your memory lapse which is prorbaly why no one could remember.

Sorry I'm all out of options. Lol

It almost looks as if it's splatter mark...like cleaning the inside of the windshield and spray back...or you mentioned arcing...maybe the dealer touched a bad wire....any blown fuses?....grasping I know...lol

There are no blown fuses. They actually told me it is equipped to blow a fuse if there is a short, yet they couldn't tell me why the fuses didn't blow when we had a short in the seat belt / airbag wiring.
