If the belts are still in tact then I'd say yes. I ran a set of tires with multiple chunks gouged out just like that with no problems.

I would plug that without a second thought. If I felt halfway concerned, I would stick it on the rear axle as a blowout would be less catastrophic there.

    edit---disregard, I didn't see it wasn't a leak. Just a gouge. I would still roll with it.

yes the belts are still intact. Just to be clear. There is also a nail puncture on the shoulder. The gouged tread pc is another area. Can i just glue it back?

Have it patched from the inside. It will cost you about $25, but worth the money

Who charges 75 bucks to slap a new tire on a rim?

If you pull it OFF the rim and the patch comes anywhere near the sidewall (can't be installed completely on the flat inside surface) you need a new tire or you're just asking for trouble.

my bad. The way i wrote it is confusing. Theyre charging me $75 for a $112 tire with labor. The puncture is on the shoulder. The area between the flat surface and the sidewall.

With exposed cords in the cut, I wouldn't hesitate to jump on a $75 replacement and not look back. I'd never run a tire like that - once the steel belts rust it's gonna blow. Is your life, someone else's life, or your truck really worth a $75 gamble?
