They did away with that. It used to be +2" over what your vehicle came with. It was dumb. If you had base mustang with 15" wheels, you could go up to 17". But if you had a mustang gt that came with 17"wheels stock, then you could go to 19". Same car and axle. Was a dumb rule.

Thanks. So in this case, as long as the flares are attached properly and they cover the outside edge of tire, we should be okay?

Yes, the full width of the tire, (looking straight down over the fender) and half the height of the rear tire (looking from rear) needs to be protected by a mud flap

Do you happen to know how far a 16x8" 0mm offset with 265/75 tires would poke beyond the fender? Also, the total diameter would only increase by an inch, so I think the stock flaps should still be good..

Sorry, I don't. You have to know your current setup and measure the difference

Lift? Yea I got one of those
Mines stick out da same cuz of the sidewalls. But I put flares on just cuz you never know what they'll say. A guy checked mine, but when a lady came out to put my sticker on I asked if would've been ok without and she said I would've passed.

Oh wow. So I am wondering if I should chance um without the flares first and see what they say? I don't think there is a charge for them to inspect, but it is just your time. Do you know about how far yours was sticking out?

Well mines was just the sidewall sticking out. The main tread of the tire itself, just like trdizzle's pic above, just made the clearance of the fender flare. So I suppose that made it acceptable... or would've cuz I added extended flares anyway.

Aside from that, I just neva like go back town side twice if needed.

I didn't get recon on my 3rd gen yet, but my 2nd gen looked the same and passed recon no problem. However, I think you'll have an issue with the mud flaps not covering all of the threads.

Do you need the mud flaps if you have extended fender or bushwackers that cover them?

Yes, if you're lifted rear mud flaps are required to pass recon (front not needed). I believe the mud flap needs to cover at least 50% of the tire vertically and the entire width of the threads.
