1990 Tacoma rockers/fenders/bumpers fix

Hey guys I'm looking at a 1990 Tacoma for sale (Its real cheap) and its got some rust holes and other spots on the body and was wondering if you were to put some sort of material to fill the holes (aluminium tape or something) and then coated it in bed liner it could "fix" it or make it look better at least. Thanks!

 

I saw that ad. Alfaparts.net has steel patch panels for pre-Taco pickups, but I wonder what the frame, body mounts and other structural components look like. $1250 does not seem cheap enough for "farm use only" which is about where I'd categorize that truck and most of the other ones currently on craigslist in wisconsin in that price range.
