    Yup people do this all the time most of these tires are sold to foreign countries as they don't have DOT Standards, when I worked for Cooper tire most all tires that were cosmetic defects were branded with a hot iron, and then grouped together and put into containers bound for places like Mexico, South America and other places.. they always find their way back into the states for sale... Cooper use to allow the purchase of blemished tires (dirt cheap ) until the big firestone tire fiasco
