Good training, if something happens they're more likely to stay calm and be able to do something other than be a victim or target depending on the situation.

Modern vehicle are computers on wheels, if an EMP strike were to happen, almost no one would be driving anywhere. Plan accordingly.

They'd have to chase you on foot to do it, so probably not. They'd probably just commandeer your truck instead.

 

If an EMP has the power out for any significant length of time with no timetable for getting it back on, the police would be more likely to commandeer your vehicle for their own use. Though the more likely scenario is you'd be carjacked and possibly killed by a looter. Though I think you were being sarcastic anyway.
