Usually if ECU doesn't know how fast you are going that could cause the 4x4 not to engage. Doesn't have to be all 4 of them one will shut it down. Is the check engine lite illuminated?

Sounds like the vacuum actuator line. You went through high water and either knocked it off or clogged it.

Is it cracked such that you can't cut it off and still have some hose left to stretch it?

I don't know. Go take it for a ride after you trim the hose back to remove the cracked section.
    Let us know the outcome.

On my Tundra, if you have a bad speed sensor, 4wheel drive will not engage.

I'm pretty sure the Tacoma uses the same system.

I cut one of the wires that feed the rear speed sensor on my Tundra. 4 wheel drive was not available.

Soldered the wire back together and all is good.

Check the wires, it's the weakest link.

Are we discussing the 4wd system in a 2nd gen Tacoma here? Is it not vacuum actuated and the speed sensor is in the transmission not on each of the 4 wheels.

    Correct!

Op, I posted basically the same response in your other thread on this issue. 4WD is electrically actuated on the 2nd gens.
