I could be wrong but if it fits second gen tacoma's and a 2004 (first gen) why doesn't it fit all first gens as well?

 

Earlier first gens had a throttle by cable instead of electronic

 

I am only going off of the information provided by Pedal Commander on the fitment. According to what they have said, the same unit covers all Tacoma's from 2004 to current. Below is a full list of compatible vehicles for the same unit.
