I currently have a 2017 TRD OR 3.5, with approximately 11000 miles on it, and when I’m just sitting in my truck and it’s iddling it will jump from roughly 600 RPM’s to about 1000 RPM’s every 20 seconds or so. I will post a video of it, I was just wondering it was normal. Thank you for the help.

completely normal. You have the A/C on? That's when it is most noticeable. The RPMs go up with the A/C fan kicks on.
The truck is designed to keep the RPMs as low as possible to save fuel.
